MK: Can it happen that having tamed the Council of Federation, the Kremlin will take in hand the Duma - for instance, by the abolition of the election by the party lists?
OM: I don't think that the Duma will become more manageable for this reason. Today it squeals with delight supporting the president. Could it be more complaisant? I have heard, however, that another idea is examined in the womb of the Kremlin: to prolong the term of office of this Duma, because it is so good.
Is there actually any need in the party lists? I feel awkward about answering this question after the recent Putin's declaration that he supports the election of the deputies only in the one-mandate districts. Because I always was a supporter of this method, I argued about that with all the Duma and always was outnumbered. I don't see anything bad in the change of the correlation between the one-mandate deputies and the deputies elected by party lists. Let it be 300 to 150 in favour of the one-mandate deputies, and not 225 to 225 as it is now. But I am also ready to leave it all as it is today.
