Olivier Dupuis MEP , member of the Bonino list, found it "alarming that only France, Italy, Belgium and Luxembourg should have so far ratified the statute of the future International Criminal Tribunal, whereas the statute was signed by 109 countries and ratified by 19 (60 ratifications are necessary for it to take effect).
