Moscow, November 4, 2000
Dear <___>,
The Transnational Radical Party (international non-governmental organization with first category consultative status at the UN) and "Khramov's Club - association for libertarian reforms" (regional political public organization, registered by the Department of Justice of the Government of Moscow) launch a political campaign aimed at the reform of Russian election law according to the Anglo-Saxon majoritarian pattern: abolition of the proportional quota in the election of the deputies of the State Duma and transition to the entirely one-mandate election system in one round.
At the first stage of this campaign we plan to focus public political disputes in our country on the question of the majoritarian election reform. Our first step is the appeal "To vote for the people and not for the party lists". We collect signatures under this appeal among Russian political figures, members of the Federal Assembly and regional legislative (representative) bodies of power, lawyers, cultural workers. Later we plan to publish the text of the appeal and the collected signatures in one of the all-Russian newspapers.
We ask you, if you support the political content of this initiative, to sign this appeal. The text of the appeal is enclosed.
We will be happy at your request to provide any further argumentation and information concerning this problem.
We hope for your positive response.
Sincerely yours,
Treasurer of the RPPO "Khramov's Club - association for libertarian reforms"
Anna Zaytseva
Russian coordinator of the Transnational Radical Party
