MANIFESTATION OF THE RADICAL PARTY

- to support the policies of "harm reduction" in respect of drugs (in particular, the program of replacement of syringes)

- for implementation in Russia of the Suiss experiment on controlled distribution of heroin prescribed to the addicts in medical institutions

For the present 70 000 HIV-cases have been registered in Russia, but according to Russian specialists this figure should be multiplucated by five-six to get real data. 90% of all cases of infection proceed from intravenous injections of illegal drugs. The rate of growth of the spread of the AIDS in Russia is the highest in the world. In three years there will be 1 000 000 HIV-infected in our country.

There is only one way to overcome this tendency, to stop the AIDS epidemic: to do away with the repressive prohibitionist approach. The so called "harm reduction" approaches to the policies in respect of drugs and drug addicts for a long time have been succesfully carried out worldwide. These policies include different measures, in particular programs of free replacement of the used syringes by the new ones. This measure allows to reduce the probability of HIV-infection, hepatitis and other dangerous diseases proceeding from the use of dirty needles.

But in our country the Ministry for Internal Afaires regards the addicts not as patients but as criminals. The syringes are regarded as instruments of crime which should not be distributed but on the contrary - confiscated...

The effects for the whole society are disastrous.

Since 1994 Switzerland has been carried out the experiment on controlled distribution of heroin which is prescribed to the addicts in the medical institutions. This allows to solve a series of problems:

- the probability of infection proceeding from intravenous injections considerably reduces;

- the durability and quality of life of the addicts increases;

- it's a violent blow at narcomafias, since drug addicts don't have to buy the drug on the street at the price and quality proposed by the dealers any longer.

Other European countries also have begun to follow the Swiss experiment: Germany, the Netherlands.

And in our country the government continues to put out the fire with the gasoline.

In order to change this murderous and criminal, in the direct sense of the word policy, on December 1, we conduct our manifestation: against narcomafias, against the prohibitionist policy that nourishes them, for salvation of tens and hundreds of thousands lives.
