On 22nd - 23rd - 24th of February 2001 has been developed the 4th South East European Cooperation Process Summit (SEECP) in Skopje, Macedonia. State's Heads of Albania, Macedonia, Romania, Bosnia Herzegovina, Turkey, Greece, Bulgaria and the remained Yugoslavia approved a plan, which will be implemented at a one year period until a 5th Summit will be maintained at beginning of 2002 in Tirana, Albania.
The South-Eastern European Leaders, who have witnessed conflicts that have ravaged this region's lands, cities and homes, witnessed the tragedies of their own neighbors or each other people, witnessed endless march of refugees, with significant participation of Havier Solana the European Union's High Representative for Foreign Policy and Common Security, Chris Patten EU Commissioner for External Relations and Bodo Hombach the Special Coordinator of Stability Pact for Southern Eastern Countries, agreed to develop the engagement for well regional friendship, security and social-political stability agreements, especially on the economical one, reaffirming the Euro Atlantic and European Integration aspiration of these countries for the coming future.
The Balkan's leaders (the name by which this region is known historically) convinced on that these recent positive events will lead to the overall stabilization of the region, closer cooperation between all states and ultimately, peace and stability, leaving behind the past and believing that has gone with Yugoslavia of Milosevic, welcomed the presence of the remained Federal Republic of Yugoslavia, (FRY) congratulated Vojislav Kostunica for his democratic victory, promising to extend the support in their strong determination to build a truly democratic society in FRY.
But in spite of all these, Vojislav Kostunica the FRY Serbian elected President at his official speech at the Summit's forum, which introduced also the official approaching and political attitude of FRY in the region, gave the most significant proof that the FRY's Serbian president and the called Democratic Serbian forces, which have the power now in FRY, unfortunately cannot accept the reduced role of Serbia and have still not understand the coming future from Balkans to the Southern East Europe!
Vojislav Kostunica demanding that Belgrade assumes the role of the SEECP 2002's Head replacing Tirana (Albania), who will have it from the 1rst of March 2001, attacked without any difference, with the old anti-Albanian of the Serb's attitude, the Albanians of the region, affirming so, that this anti-Albanian instrument of Serbs for founding a Great Serbia to dominate the Balkans has not yet died!
FRY's Serb president considered the Albanian reaction of the Presheve, Bujanovce and Medvegje as to terrorism and defined this as the handicap of the reforms and democratization process in the region! According to Kostunica the Albanian reaction there is the greatest threat in the South East European area, and actually this is radicalizing the Kosovar youth, as well as the Serbs and Macedonian ones!
Serbia's representatives headed by FRY elect president, trying to make a mess of the exaggerated mechanisms against regional Albanians aiming to attack NATO and USA, in effect, who have supported the right case of Kosovo and ruining out the reputation of the last NATO and USA actions in Kosovo, made the possible to set the so called Balkan's syndrome of Depleted Uranium into the final SEECP's document.
The final SEECP's document has been elaborated different times, in effect. With Albanian determinative intervention the Balkan's syndrome has not been part of this important document. Ilir Meta the Albanian Prime Minister and Albania's representative to the SEECP Summit replied by his official speech that Albanian Government denounced the use of violence in the said Presheve region, no matter which part party was to blame, but at the same time urged the New Serb Government to put pressure on the Serb minority in Kosovo for taking part in the establishment of the New Kosovo Democratic Institutions.
Our region has obtain a great chance with the Stability Pact, of which base is the serious European Union, USA and other International Institutions engagement for prosperity and stability of our Southern Eastern Europe. It is necessary that our efforts to secure an overall stability and development be backed by a greater presence of international economic and financial institutions to realize the basic priorities of economic development of the region, has said Meta to his speech.
Albania is conscious that the process of cooperation and regional integration makes up one of the main pillars of the European integration process - has said Meta adding that - in order to establish a regional cooperation that serves European Integration it is necessary to work more to gradually lift obstacles to trade and investments, apart from the peculiarities distinguishing the countries of the region, closer regional cooperation set to be resolved is both possible and indispensable.
Ilir Meta stressed that one of the main obstacles encountered in the process of integration of economies in transition is lack of services in basic infrastructure, especially transport, electricity and telecommunication network, cross-border movement, customs, financial, and banking service.
Ethnically motivated extremism in Kosovo and the surrounding area was sharply criticized at the Balkan's Summit final document, but no direct blame was attributed to Kosovo Albanians. The adopted draft declaration was amended after Albania's objections and the leaders of eight Balkan countries also expressed their expectation that the Yugoslav leadership would release all political prisoners and cooperate with the Hague Tribunal without delay.
The well developing of such initiatives would fulfil but not replace the individual endeavouring of these countries for unification with European Union - has been explicitly said to the final document of the Summit, but at last the all South-Eastern European Leaders agreed to sign the final SEECP's Summit document, which was concentrated on mutual regional cooperation on transport, energetic and commerce.
