MOSCOW RADICALS PICKETED THE TVERSKOY MILITARY COMMISSARIAT ON FRIDAY, APRIL 13, 2001, FROM 9.00 A.M. TO 12:00 A.M.

10 persons took part in the picket - the activists of the ARA including conscientious objectors. This action could have passed unnoticed owing to early time and lonely place, if it were not for one unforeseen circumstance: an officer of the Tverskoy military commissariat unmotivatedly attacked the journalists who were filming the objectors Alexey Kirgan and Andrey Rodionov submitting their applications for alternative service. The attendant Dmitry Urvantsev unexpectedly attacked the cameraman of the TV-channel TNT trying to take away his camera and throw it to the stair-well. Having noticed that the photographer of the newspaper "Izvestia" was taking photos, the officer of the military commissariat run after him and took away his camera. As a result of these outrageous actions, not only representatives of the press suffered, but also visitors of the military commissariat who had nothing to do with the action. The officer of militia who was present there showed his full indifference to what was happening. As

a result, only Andrey Rodionov could enter the building of the military commissariat because he had call-up papers for this day. Other participants of the action could get only to the entrance.

DECLARATION OF ANDREY RODIONOV, CONSCIENTIOUS OBJECTOR, DEPUTY SECRETARY OF THE ARA:

"The officers of the military commissariat were sugary kind to me. They explained very politely that my application to perform the alternative civilian service instead of the military service couldn't be accepted because there wasn't a meeting of the draft commission this day.

Moreover, according to their words, I didn't need to submit such application at all, as according to the law, I had the right to deferment from military service "in connection with difficult family situation". In my opinion, it shows once more how inconvenient and unpleasant the affirmation of their antimilitarist convictions by young people is for officials of military department. The officers of the military commissariat are ready even to abandon their intention to pen me in barracks if only they by hook or by croock don't let me to express my convictions and to act according to them".
