UN/THE TRANSNATIONAL RADICAL PARTY DENOUNCES THE FAILURES OF THE PROHIBITIONISM AND THE IMMOBILITY OF THE INTERNATIONAL COMMUNITY

Vienna - The Transnational Radical Party has taken the floor at the UN PrepCom in view of the special session of the 1998 UNGA denouncing the failures of prohibitionist policies and the immobility of the international community. TRP underlined how UN official documents confirm the disastrous current policies, and pointed out lack of change in the prohibitionist international conventions on drugs. Moreover TRP called the attention on: the prohibitionism on alcohol in Muslim countries, the freedom of treatment for drug-addicts and of therapies for physicians, the need to study the relation between costs and beneficial results of the current drug-related laws, the urgency of a debate on international conventions. TRP also announced a campaign to fight prohibitionist laws that produce crime and violence all over the world.

UN/CORA SUPPORTS THE ANTIPROHIBITIONIST CAMPAIGN OF THE TRANSNATIONAL RADICAL PARTY

According to the directors of Cora TRP's statement at the Vienna UN PrepCom represents a reasonable example of pragmatism opposed to the ignorance and opportunism that characterize the bureaucrats and professionals of the wars on drugs. CORA that in its Brussels congress relaunched the anthiproibitionist struggle in Europe, now backs TRP's initiative and proposes its story, expertise, and actions to everyone who is willing to fight a system that has only created violence, corruption and death around the world.

BELGIUM/CORA ON THE VOTE AT THE NATIONAL PARLIAMENT: THERE IS A NEED OF AN ANTIPROHIBITIONIST LIST FOR THE NEXT ELECTIONS

Approving the parliamentary report on drugs, the Belgian political parties have written another black page in the history of the Parliament and the State. The document tides the parlamentarians' conscience to personal moral precepts that cost a lot of money to the citizens. CORA acts for solving problems under the rule of law, that is for the public good and for a better quality of life.

In Belgium CORA has acted in a cross-party way, gathering politicians and citizens from various political backgrounds. After the recent parliamentary decision it is impossible to go on pretend certain things never happened, we cannot demonstrate the same governmental naive behavior on the matter that allows criminal to enrich themselves.

CORA will work for Belgian citizens so that they will be able to vote for an antiprohibitionist list, open to all interested and concerned, for the next general elections.

ITALY/CORA SURVEY ON DRUGS AT "AREZZOWAVE": 91% OF THE INTERVIEWED USES DRUGS, 65% OF XTC USERS IS LESS THAN 25 YEARS OLD

Arezzo - At the rock festival "AREZZOWAVE" 606 people were anonymously interviewed by CORA militants (31% female, 69% male, average age 25). 554 (91%) declared to have used drugs, while 50 (9%) used none: among the latter 37 were pro legalization. Among the users, 275 declared to be habitual consumers, 265 occasional. 544 out of 554 drug-users smoke cannabis, 76 use heroin, 225 cocaine, 201 synthetic drugs. To be noted that 156 people (28%) use both cannabis, cocaine and synthetic drugs, while among the 201 that use synthetic drugs two thirds are around 25 years-old.

As regard political views, 580 (96%) favor the legalization: 33% of all drugs, 67% of soft drugs. Among habitual consumers 35% is for the legalization of all drugs, the percentage drops to 26% for occasional users.

ITALY/THE CAOS OF ITALIAN POLITICS

The newspaper "L'Opinione" has published an article by Marco Cappato, Treasurer of CORA, in which he demonstrates how in Italy, where a well-defined drug-policy does not exist, politics relies on the judiciary letting it reform the laws with technical decisions. This "inquisition culture" profoundly biases the State where the bureaucratic arrogance rules in place of the institutions. The government must choose a clear policy and present it to the Parliament. As it has demonstrate at the 1993 referendum -the only real and tangible reform so far- Italy is ready to re-discuss drug related policies. If political parties -even those led by 1970s pro-legalization militants that argued but did not acted- do not want to change at least let the magistrates do their job; it would be an element of clarity for everybody and for Marco Pannella and the other reformers that broke the drug-laws in order to nonviolently change them in particular.

WORLD

According to WHO, in many countries the use of amphetamines is bigger than Heroin and cocaine together. The use in many cases for medical reasons, but in certain regions there is also a hyper-consume allowed by physicians.

Max Meringhi, former champion of body building, has been incarcerated for having organized an international trade of steroids. "if you don't take them, you loose, there is not such a thing as a clean sport". he said.

GREAT BRITAIN

A research published by "Science" states that cannabis effects on brain are similar to those provoked by heroin and cocaine. Experiments were carried out on guinea pigs at the University of Cagliari, Italy, and at the Scripps Research Institute of La Jolla, California.

Tetrahydrocannabiol stimulates, like heroin, the production of dropamine.

HONG KONG

Hong Kong is no longer the cross-way of heroin trafficking, but the number of drug-addicts remains quite high (between 4000 and 4500). Authorities have launched an information campaign. Hong Kong remains an active center for money laundering.

GREAT BRITAIN

Thanks to the big campaign against drunk-driving, British roads are the less dangerous of Europe, in 1996 less than 3500 victims. The police has reported an increase in incidents involving users of psychotropic substances.

ITALY

XTC is cheap and does not seem to be considered a "drug"; this is one of the reasons why youngsters are using it more and more, the Minister for Social Solidarity said during a hearing on narcotics at the Chamber of Deputies.

The conclusions of the Minister point out the fragmentation of the market and its consequent invisibility.

US

The UN's annual report estimates in 400 USD billion the drug-trafficking, 8% of the worldly trade. The document points out the "centrist" organization of the machinery that uses cheap labor. The report also says that synthetic drugs are substituting natural ones.

SOUTH-EAST ASIA

The labs of the golden triangle produce anphetamines such as XTC or Yaa baa. These drugs are made of stimulating substances (natural or synthetic ephedrine), used all over Southeastern Asia, by everybody no matter age or social status. In 1997 the market will reach 1 billion pills, in 1993 was 1 million.

FRANCE

Jean-Pierre Galland, President of the "Circ Collectif d'information et de recherche cannabique" (Cannabis Information and Research Collective), and author of "Clandestine smoke" has been jailed for having organized a demonstration on June 1995, for the legalization of cannabis. Backed by the Greens, Mr. Galland asks for "a national debate on the prohibited drugs".

SWITZERLAND

Switzerland occupies the first place in the list of narcotics consumers. "1994/1997: Alcohol, tobacco, and illegal drugs in Switzerland", the report issued by the Ministry of Health, shows data, facts and trends. Tobacco addicts are 1 million people, 300,000 alcoholics and 30,000 drug-addicts.

WORLD

For years the fashion business has spread the chic side of being addicts, now that one of the inventors of this style has died for overdose, his mother, backed by President Clinton that considers the fashion-biz responsible for the spread of drugs, launches severe accusations against that world. The most famous German stylist refuses these accusations: "Fashion, photography and art are the mirror of society, they only represent it" he said. "Responsibilities are political, Mr. Clinton takes the cause for the symptom".

GERMANY

The methadone policy applied by German Lands has failed. This is the conclusion of the representative of the umbrella organization that gathers drug-operators and the various presidia, and drug-addicts support groups. There is no "cause-effect relation between substitution, deaths by drugs and crime" affirms Jost Leune. There is a need of ad hoc individual programs for effective help.

The Dutch Association of Cannabis vendors (BCD) wants to denounce ABN AMRO Bank, because it has decided to end any business relationship with BCD members. With this decision Coffeeshop owners will not be able to have bank accounts, with all the consequences that this will imply.

GERMANY

Until recently, Eastern Germans have showed a prudent attitude toward drugs. The "FOCUS" Social Research Institute has noted that in the past months there has been a change among teenagers, less scared by illegal drugs.

SWITZERLAND

The Federal Governement drug-policy goes against the popular initiative called "youths without drugs". The government proposes: prevention, therapies, harm reduction, and repression. The Minister of Internal Affairs warned against the miraculous solution presented by the popular initiative. The chief of the national policy favors the repression of the trade and not the war against drug-addicts.

The coordination for the cannabis market denounces that besides the production of legal derivatives of cannabis, Swiss buy 100 tons of hashish from the black market, this provokes a loss of 1,000 jobs and some 500 million Swiss Francs of tax elusion.
