The UN Drug Control Programme Undersecretary General has presented in Rome the UN World Drug Report, in which is stated that drugs production and consumption are global issues. Drugs reach 10% of the world population particularly in developing countries. In 1994 the drug trafficking equaled textile products, 8% of the world trade.

The "Certification" has been a flop, because a unilateral attribution only provokes national reactions weakening the struggle against illicit trafficking. A Senator has proposed to freeze certifications for two years; the countries that produce drugs will be invited to join the US in an international struggle against trafficking and consumption.

The "Pilot Project of the Controlled Distribution of Heroin" carried out by the government
between 1994 and 1996, has given good results. An increase in the health condition of many patients has been noted, as well as a reintegration in the community and a decrease in drug-related criminal acts. Representatives of the Ministry of Health asks for and extension of the mandate.

In Baden Wuerttenberg in 1996, there has been 252 deaths by drugs, 88 of which were cannabis consumers as "drug to increase". with the expression "drug to increase" the police defines those substances with which the person is caught for the first time. The Constitutional Court has stated that the possession of three grams of marijuana can be punished if the "danger for someone else" cannot be excluded. This is valid when an action induces imitation. With this decision the Court has rejected the objection of unconstitutionality raised by some representatives of Buendis90/Die Gruenen that favor the legalization of cannabis, recently condemned for a public demonstration.

The Director of the Federal Office of Health has admitted that in the Helvetic Confederation the "drug question" is huge. The market is so big that only in Zurich some 200 hundred kilos of heroin circulate in search of consumers. During the last years, among young generations, there has been an increase in the consumption of alcohol, tobacco, and XTC. The only possible way to deal with the enormous supply of drugs is prevention.
