LESS THAN ONE YEAR AFTER THE RESOLUTION TABLED BY 61 MEPs AND PROMOTED BY CO.R.A.- PAA (Radical Antiprohibitionist Co-ordination - Parliamentarians for Antiprohibitionist Action), THE COMMITTEE FOR CIVIL LIBERTIES OF THE EUROPEAN PARLIAMENT HAS APPROVED THE DANCONA REPORT FOR A EUROPEAN POLICY ON DRUGS.

In summary the report suggests to:

- SPREAD HARM REDUCTION POLICIES

- REFORM THE INTERNATIONAL CONVENTIONS

- DEPENALISE THE CONSUMPTION OF ALL DRUGS

- LEGALISE THE PRODUCTION AND THE DISTRIBUTION OF CANNABIS

FRANCE - CORA AND THE TRANSNATIONAL RADICAL PARTY PARTICIPATE IN THE 7TH CONFERENCE OF EUROPEAN CITIES ON DRUGS.

APPEAL TO THE FRENCH MINISTER OF HEALTH FOR THE DECRIMINALIZATION OF DRUGS CONSUMPTION, THE CONTROLLED DISTRIBUTION OF METHADONE AND HEROIN, AND FOR THE LEGALIZATION OF CANNABIS.

Paris October 27-28. Cora Secretary, Eric Picard, and MEP and TRP Secretary Olivier Dupuis participated in the 7th session of the ECDP (European Cities Drugs Policies). Mr. Dupuis has declared: "the distribution under medical control of heroin and methadone should become the most important pillar of the EU policies on drugs, furthermore we have to decriminalize the use of all prohibit substances. Member States should therefore legalize. The time is ripe for the legalization of cannabis around Europe. Only through the legalization we can face narco-traffickers and their connection with the Mafia." Mr. Dupuis has invited French Minister of health, Mr. Bernard Kouchner, who in the past expressed non prohibitionist positions, to trigger an initiative among European Governments.

ITALY - CORA WRITES TO THE PRIME MINISTER: "ITALY HIDES ITSELF BEHIND INTERNATIONAL CONVENTIONS BUT IS NOT PARTICIPATING IN THE UN MEETINGS"

The Treasurer of the CORA, Mr. Marco Cappato, and Mr. Carmelo Palma, of the political direction of CORA, wrote to Prime Minister, Romano Prodi, complaining about Italy's absence at the Commission on Narcotics in Vienna last 13-17 October, in which over 67 delegations participated. The Italian Government has often stated that international conventions impedes Italy's revision of alternative polices on drugs. Given the fact that international institutions have been "presented" as the forum for the discussion of national polices, it would have been good for the Italian Government to be present at the last session and re-state Italy's positions. Acting in this way such institutions become a "no man's land" that serves only to hide the debate on drugs from the public.

FRANCE- ILLEGAL DEBATE ON "A NEW APPROACH ON DRUG POLICIES"

Clichy - October 24. Several dozens of people have participated in a debate organized by CORA and ASCAC (Association Solidarite' Citoyennete' at Amitie' Clichoise). The meeting was attended by MEP, and Honorary President of CORA, Mr. Jean Francois Hory, MEP and Secretary of the Transnational Radical Party, Mr.Olivier Dupuis, Secretary of CORA. Dr. Eric Picard, representatives of the municipality of Clichy as well as members of CORA and ASAC. Due to an article in the French Civil Code that prohibits any positive presentation of the drug question, the debate was illegal.

RUSSIA: MP GRASIMIENKO AGAINST THE TRANSNATIONAL RADICAL PARTY

The President of the Parliamentary committee on health, and member of the Academy of Science, Mr. Grasimienko, in an article in the "Nezavisimaja Gazeta" has stated that legalizing drugs will be like a suicide for the society. In his contribution to the newspaper, the parliamentarian has vehemently attacked the antiprohibitionist activities of the Transnational Radical Party. After having used the same old series of commonplaces on the matter, Mr. Grasimienko has ambiguously insinuated a question "In order to undertake all those initiatives one needs lots of money. How can a party with only a couple of members be so rich?"

ITALY - CIVIL DISOBEDIENCE: NEW DISTRIBUTION OF HASHISH

Milan - October 20. During a press conference militants of the Lista Pannella, Ms. Rita Bernardini and Mr. Lucio Berte', both members of CORA, have distributed to passersby some hashish. The two militants have been sized by the police and indicted on the spot. Ms. Bernardini and Mr. Berte' have announced that they will reiterate their action.

Rome - October 25. During an antiprohibitionist demonstration of the Lista Pannella, Marco Pannella himself and six other militants, among which Rita Bernadini, reiterated the distribution of hashish. The police have arrested them all on the spot. After two days in jail, the judges have decided to set them free because they promised not to repeat the crime. For this hearing prestigious attorneys defended the seven, among them the vice president of the Chamber of Deputies and the President of the Justice Committee of the house.

ITALY - NEW TRIAL FOR MARCO PANNELLA

The Criminal Court of Rome has decided to initiate a new trial for Marco Pannella for the December 1995 civil disobedience, during which he distributed 250 grams of hashish; the charges are: instigation to consumption and instigation to commit crime. Due to the political aspects of the action, the public prosecutor asked to dismiss the case. Mr. Pannella's attorneys asked to dismiss the case because hashish cannot be considered a drug, the two defenders also urged for a scientific expertise on the substance. Their request has been rejected.

VENEZUELA

In his brief visit to Caracas, President Clinton has set an anti-drug cooperation treaty. The document declares the Venezuelan judiciary incompetent on drug-related crimes happening in Venezuela, but offers the enlargement of NAFTA to other Latin American Countries, starting from Venezuela.

POLAND

In order to stop the increase of drug consumers, the law that prohibits production, selling and possession of drugs has been embittered. The new law defines trafficking and possession setting the "personal use" quantity.

GERMANY

The league of Municipalities and Cities has expressed a favorable position on the medical distribution of narcotics to serious cases of addiction. The League opposed the liberalization of the selling and consumption of drugs.

THE NETHERLANDS

Some dangerous MDMA pills have been discovered. According to some Medical Institute they contain atropin, a substance that provokes hallucinations and serious cardiac and respiratory problems. Three pills have lethal effects.

GERMANY

The Minister of Health has cut the amount for rehabilitation programs for alcohol and drug addiction. The per person quantum will be 17 German Marks instead of 25 in western regions and 14 Marks instead of 20 in the East. The public contribution will be delivered only for the first two weeks of the treatment.

COLOMBIA

Frankfurt, Minister of Finance. Mr. Jose' Antonio Ocampo has declared to the local newspaper that: "There is no doubt that the struggle against narcotrafficking has affected the economic development of Colombia. I am confidant that in the long term it will pay back."

ITALY

Rome, two policemen have discovered a half-hectare field of cannabis in the suburbs of the Capital. According to the owner of the field the crop is monitored by the Minister of Agriculture. The plant is Kenafe, from the same botanic family of cannabis but without narcotic effects. The judiciary has confiscated the field.

FRANCE

According to the result of a poll by the Association of Prevention "Grande Route", $7 Million of French people have tried cannabis, and other $2 Million use it regularly. The figures, if confronted to those of 1992, indicates that in the last 5 years cannabis consumption has doubled.

GREAT BRITAIN

Right after his appointment, the first "Anti-czar" has spoken about the dangers linked to the proposals of legalization of cannabis. The chief of the West Yorkshire police, Mr. Keith Hellawell, has said that the war on drugs will target pop stars, and all the campaigns in support of the legalization, like the one launched by the "Independent on Sunday".

GREAT BRITAIN

The Tories have criticized Tony Blair, who, during the Edinburgh Summit of Commonwealth leaders, have allowed the screening of a videoclip of the Oasis and some scenes from the movie "Trainspotting". The Oasis favor the use of hard drugs while the movie was about a group of heroin addicts. Tony Blair recently invited the singer of the Oasis to a party for artists at Downing Street.

WORLD

UNDCP Chief, Mr. Pino Arlacchi, has struck a deal with the Talibans for the eradication of opium crop in Afghanistan. Talibans in return will receive $40 M per year. According to the European Commissioner for Humanitarian Aid, Ms. Emma Bonino it is a serious mistake that the UN is making "deals like this have never worked, anywhere around the world."

COLOMBIA

The US government has ceased the 2-year quarantine with Colombia. The anti-drugs czar has met President Samper in order to discus the "war on drugs". The meeting took place after Clinton's visit in Venezuela, Argentina and Brazil. No declaration was issued after the meeting.

SPAGNA

Dozens of Spaniards that cultivate cannabis for personal use have participated in a contest for the "best crop". The first edition of the "Madrid Marijuana Prize" has been organized by the Association for the study of cannabis. In Spain cultivation, consumption and selling of marijuana are illegal, but as regards the personal use, Spanish laws are among the most indulgent.

US

Tests on mice have confirmed that marijuana has strong analgesic and anti-phlogistic powers and that, unlike derivatives of opium, it is not addictive. The results of these studies have been presented in New Orleans at a Convention on Neuroscience.

ITALY

Rome - Radical Leader Marco Pannella, and other antiprohibitionist militants have been arrested after having distributed hashish for free during an antiprohibitionist demonstration. Despite Mr. Pannella was under indictment for having previously violated the Italian laws on drugs, he, as well as the other members of the Antiprohibitionist group have been released. The event has reopened the debate in Italy among political groups on the legalization. Mr. Pannella has said that the objective of the antiprohibitionist struggle is a parliamentary bill.
