Following the request of Mayors and local administrators who ask to introduce a controlled form of distribution of heroin, as already has been done in Switzerland.

GERMANY - Horst Kruse, head of Police in Bielefeld, says that "Present strategies against drugs have failed". Dierk H. Scnitzler, President of Police Forces in Bonn, says that "Through repression we will never win over the illegal drug market". For Manfred Rommel, former Mayor of Stuttgart, "Police persecution in antidrug strategies is useless".
