ITALY- While in Switzerland a referenda has approved a controlled distribution of heroin experimental plan, in Italy the under-secretary of Justice, and member of the green party Franco Corleone (who is also in charge of prisons) is not even capable of ensuring methadone treatments in Italian jails. Giulio Manfedi, of the CORA, has asked him to resign.
ITALY- Luciano Violante, Speaker of the Chamber of Deputies, has sounded an alarm on the new ecstasy problem. The CORA replies that risk reduction is not the right answer, because it does not take into consideration individual liberties, economy and health. It is instead necessary to fight clandestinity, to legalise and to be better informed.

The Home Office has established that the Police must bare all care expenses in case they arrest a drug addict and have him or her interned in a rehabilitation centre. The Police is protesting and taking a stance against this ordinance.

The Government of the Dutch Antilles sends drug addicts to Amsterdam with a one-way ticket. Officially this is done to cure them in a rehab centre (which is not recognised and doesn't work), in reality it's only to get rid of them.

TA-CD, a British made vaccine against cocaine addiction is at the moment being tested in the USA. The first results seem encouraging. The vaccine works by generating in the blood special antibodies that neutralise the effect of the drug.

In the new three year plan against drugs and addictions all types of drugs, legal and illegal, will be regarded in the same manner. The plan will include a reorganisation of public services, a better preparation of medical personnel, and an information campaign. Illegal drug consumers will no longer be put in prison.

On the 19th of January, 1999, the European Court of justice annulled the sentence through which Greece had permanently expelled from the country Donatella Clava, a tourist who was found possessing hashish. Greece broke three fundamental principles of European jurisprudence: freedom of residence, freedom of travel and freedom to provide services.
