The Secretary of Health is asking for more severe measures towards drug addicts, and that by defining once and for all what is intended for 'limited quantity', by making access to Methadone harder and only through a progressively diminishing dosage. Care ceners for drug addicts are illegal.

But the ecstasy fad is still growing, and the Councillor responsible for health has announced the introduction of a new way of considering drugs, which may include also the characteristics of this substance.

Tw Germans have been stopped at the Swiss frontier: in the boot of their car there were German and Danish banknotes worth a total of 700000 F. The banknotes had on their surface microscopic traces of cocaine. Thus the connection between the money and the drugs was made possible. A curious fact: every dollar in the world contains some trace of cocaine.

During the first months of this year the drugs that heve been sequestered are 34% more in relation to those sequestered in 1997. The greater part is contituted by marijuana, while there is a comparable augment in the quantity of ecstasy. 7,7 % more people have been stopped or arrested for drug traffic or consumption.

In a study by the French Academy of Sciences on the harmfulness of drugs, tobacco and alcohol appear in the category of those substances that produce a physical and psychological dependency on the same level as that produced by heroin, and actually surpass it in degree of toxicity.

The new President, Pastrana, has taken away the mission of fighting the Narcos from the entire high command of the Army, including General Quintero. In fact they are accused of having ties with the Narcos.
CANADA-The Court of Ontario is examining the case of an AIDS patient who violated the law because he smoked marijuana to alleviate his post therapy effects. The defence intends to show that "to prohibit the therapeutic use of marijuana constitutes an act of privation of a person's life, freedom and safety".
GREAT BRITAIN- On the 5th of September, in Regent's Park, an international meeting will be held on the theme of legalization of cannabis. The meeting is organized by The Lindesmith Centre and Release.

GREAT BRITAIN- The list of illegal narcotic substances is now longer: It includes in fact 36 new synthetic drugs similar to ecstasy.
ITALY- Maurizio Gasparri, a deputie of Alleanza Nazionale, has asked the Prime Minister to send help to Albania on condition that Tirana accepts to destroy all cultivations of cannabis.
