ITALY/ PARLIAMENTARY QUESTION TIME

Piero Milio, a senator of the Lista Pannella party, addressed a query to the Minister of the Interior whether it was legitimate for the highway police in Perugia to apply, by way of a witch hunt, a urine-analisis test for marijuana not provided for in the road and traffic codes; and to the Minister of Public Health why marijuana should not be used in the treatment of multiple sclerosis , AIDS and cancer, as it is in the Netherlands.

ITALY/ MEMBERS OF THE LEFT-WING DEMOCRATS IN FAVOUR OF LEGALIZATION

The proposed law for the legalisation of light drugs tabled by Representative Gloria Buffo has met with diverse reactions: whilst Representative Riccardo Pedrizzi promises to oppose it and Rep. Giuseppe Fioroni (Partito Popolare) continues to push for more prevention, the CORA goes on recorded as asking why there should be yet another proposal for yet another law when several others are already in the works and awaiting action, such as the one proposed by the CORA in 1994 with the backing of the signatures of fifty thousand citizens.

ITALY/ ITALIAN VICE-PREMIER MEETS PINO ARLACCHI

Walter Veltroni, the Italian Vice-Premier, has had a meeting with Pino Arlacchi, head of the United Nations anti drug activities, and has given approval to the latter's aims and methods. CORA points out that Arlacchi gave recognition to the government of Iran and to the Taliban regime in Afghanistan, and that he opposes the controlled medical use of heroin. Veltroni's approval is odd because hitherto he has not been favourable towards conventional prohibition - which, however, seems to be contagious.

According to sociologist Guenther Amendt, neither the Right nor the Left have grasped that there is no such thing as a drug-free society.

After having smashed a cocaine trail from Panama to the United Kingdom via Ireland, British Police discovered that it was tied directly to the cocaine cartel run by Manuel Noriega, the Panamanian ex-dictator currently serving time in a maximum security prison in Miami, Florida.

COLUMBIA- In spite of the official extirpation programme, the number of cocaine plantations has almost doubled, according to Ruben Olarte, the new head of the American Drug Enforcement Agency.

ITALY- Trent: Charges have been brought against a doctor of the Public Health Service who for over a year fialed to administer adequate doses of methadone to drug addicts who refused internment in a therapeutic (and usually Catholic-Church -operated) commune for drug addicts.

The press secretary of the UN Drug Control Programme has asked us to deny the validity of a news item we received via the daily newspaper Liberation. We have suggested that he readdress his request to Liberation. If it is published there we shall announce the fact.
