ITALY - NATIONAL ANTI DRUG FUND
The CORA has denounced the way funds are being conceded to structures (rehabilitation communities and the kind) and not towards new anti drug projects. It also has denounced the carelessness towards harm reduction, and the favouring of prohibitionist policies.
ITALY - ANTI PROHIBITIONISTS IN EUROPEAN ELECTIONS
The CORA has organised demonstrations in various Italian cities to support anti prohibitionist candidates.

In the 15 countries of the EU light drugs are still the most used. In Finland and Belgium anphetamines are rising in use; in Spain and Italy there are still many heroin addicts, and everywhere addiction from solvents is rising. This is the result of a research by the European Observatory on Drugs.

The hundredth annivarsary of the invention of heroin, which was introduced on the markets by Bayer pharmaceuticals as a pain killer, has given the chance to reflect on how the phenomenon of addiction from this substance spread, as it started with artists who in the beginning of the century used it to substitute opium. In Italy the illegal market around heroin is worth 7000 billion lire, and there are about 350000 addicts.

During a press conference The Italian Excice Officers have presented the balance of their work in 1998. Among other things, they have sequestered great amounts of drugs and have incriminated a total of 6821 people for drug related crimes.

The Parliament has approved a new law on drugs, the most severe law in Europe on this theme, in fact. It forsees up to two years of imprisonment even for those found using light drugs.

Both negative results of the 1998 rferendas (one with prohibitionist aims and the other with anti prohibitionist aims) and the proposed law on drugs that is waiting to be discussed must induce the Government to take a political move. This is what the NAS, a workgroup on drug policies, says while also proposing a petition to depenalise drug consumption.

The figures regarding drug consumption in 1997 show a substancial stability compared to 1995. Nonetheless, the Government has announced it will undertake a greater effort in an anti drug prevention campaign aimed at young people.

Military troups of five carribbean islands with the aid of the USA have destroyed all of the marijuana plantations on the island of St Vince. The marijuana was worth 1 billion Usd, which is four times the state's internal product. The Government was refusing to intervene, regardless of the requests made by farmers.
