A French team has obtained significant results in the containment of cocaine addiction by feeding BP897, a molecule that reduces drug dependency, to rats. This substance acts on the same perceptors in the brain as does dopamine, the neurotransmitter associated with pleasure and drug effects.

Thirteen-year-old children who live off the drug trade have been discovered in a section of Catania. They are known as 'cavallini', little horse, because they are free to 'gallop' through the streets selling drugs even after the police have preferred charges against them. 19.6 per cent of the juveniles in detention are there for drug-related offences.

In the first six months of 1999, drug-related deaths increased to 798 from 735 in the same period in 1998. The Green Party's Christa Nickels, responsible for the federal government's drug policy, has reaffirmed that the Schroeder administration is preparing a law that would legalise supervised aid to addicts, as already in use several of the Laender.

The German Caritas organisation welcomes a proposal by the federal government for the normalisation and regulation of centres for the treatment of drug addicts. Caritas asks the federal government and the Laender to promote the proliferation of such institutions.

The European Court of Human Rights has found France guilty of torture in the case of a prisoner. The offence took place in 1991, when one Ahmed Salmouni was stopped on a drug charge and was subjected to physical abuse that court held to be torture.
