ITALY -Pino Arlacchi, the UN delegate for the war on drugs, can only boast a series of failures. Nonetheless he is asking for more funds and now even for the use of satellites. Marco Cappato, European deputy of the Lista Bonino, says that all financing of Mr. Arlacchi's bureaucratic, pro Taliban plans must be instead stopped at once.

ITALY - Macro Cappato also severely criticised the rhetorical request for stricter rules against crime made by the Secretary of the Left Wing Democrats, Valter Veltroni. Cappato says "A real liberal alternative must pass through legalisation. Of drugs, prostitution, immigration, and of the rules of economy and institutions in general".

The theologian K.Rautenberg has transferred his experience in rehabilitating drug addict from Brazil to Riewend, where he has created a 'fazenda-like' rehabilitation centre, without doctors or psychologists. During the first four months the personnel help the patients; during the second four months they can decide whether to go on with the program. If the decision is to stay, the patient starts to help in turn the others.

Adriano Sofri, in an editorial on the Italian weekly, has declared himself in favour of legalisation. Some people are against this solution, he says, because they think it authorises anyone to use heroin. Legalisation instead is the only way to save the lives of long time addicts, and also the only way to protect the many victims of petty crime.

In an opinion poll 31.8% of the people living in Northen Italy think that drug pushers are the second most dangerous menace for public security (in Milan the number reaches 37%). Immigrants hold the first position (43.2% in the whole North, 32% in Milan) and gypsies the third place (20.2% and 10%).

15 more employees of the Miami Airport have been arrested for drug traffic. The same thing had already happened to 59 of their colleagues during an anti drug operation which discovered how luggage travelling with American Airlines was being used to import drugs into the USA.

From an interview with Pino Arlacchi: 'the countries that produce drugs must be isolated, and their plantations must be reconverted. We can't legalise addiction'. Today he is planning to monitor the Balkans with the help of satellites in order to stop the birth of new poppy fields. The real result of all this is that drug production is augmenting, although it is geographically more concentrated.

American efforts to stop drug production and traffic in Latin America bump up against other interests. An example are the containers full of drugs directed to Cuba which were blocked in Colombia, while at the same Castro is starting an anti drug collaboration plan with the USA; or the discovery of new Colombian traffickers, who work in strict alliance with American criminal organisations.
