Strathclyde, Britain's heroin capitol, counts its 107th heroin victim. The police say that the addicts could be about 12 thousand, good many of them by the HIV virus. A very good demonstration of how low the impact of government anti drug campaigns is.

Former Home Office David Maclean accepted to undergo an anti drug tests during the annual meeting of the Police Superintendent's Association in Chester. The politician resulted positive to the test because he had just taken a pharmaceutical product, which contains codeine. 'I have never tried illegal drugs' he said.

Official statistics say that in Amsterdam violence and use of drugs are both rising. In 1998 one third of the citizens (20% more than in 1995) have been in one way or another victims of violence, and there have been 10% more acts of crime against property. Notwithstanding this situation only a fourth of the crime are denounced.
