The Plan nacional sobre Drogas, which is a body of the Ministry of Interiors, has found that use of cannabis and ecstasy in diminishing among young people. It is the first time the trend has changed since the eighties. Consumption of alcohol and tobacco, on the other hand, is growing.

Two members of the CIRC (an association that gathers information regarding cannabis) have been fined 10000 and 5000 Francs for instigation towards drug use. In 1997 they had written a number of articles, which were then sequestered, favourable to the use of cannabis.

Among the most common types of crime, the third place, or 17.8% of the total, is held by those crimes that break the law against drugs. The first place is held crimes against property (26.57%), which is then followed by personal offences (18.20%). Crimes and offences against public order are only in fourth place (13.41%).

This will inevitably have effects on the fight against the guerrilla, who is in control of many coca plantations with which it finances itself. In Colombia the situation is paradoxical: the more money is invested in fighting drugs, the less effective does this fight become. The only way to reduce the harm brought by drug trafficking is to decriminalise and legalise. Otherwise, to leave everything as it is, would only mean an escalation of wasted money and violence.
