A debate is open on whether anti-drug tests, which often are imposed on applicants for jobs, could represent a limitation of personal freedom. At the same time everyone is aware of the fact that drug are ever more diffused. During a very popular television program, for example, it has been said that 20% of young professional from the higher social classes habitually uses cocaine.

A year after there having taken office the left-wing Government have started the project of controlled distribution of heroin. The official bulletin specifies what conditions are necessary to carry on this experimentation, which will touch seven cities with 700 selected drug addicts.

A number of prisoners were allowed to leave jail after having presented false medical documents that certified their state of drug addiction. A racket of fake certifications and of drug smuggling in and out of public jails has been discovered which involves 43 people who work inside the Court of Rome. Three judges and a number of registrars, lawyers and doctors are under investigation.

The Dia has a report on the principal types of foreign Mafia present on the Italian territory. From the benning of 1992 to May 1999 there have been 3561 drug related crimes committed by Albanese citizens; 370 crimes committed by Nigerians from 1992 to January '99; 23 committed by Chinese up to September 1998 and 73 by former Soviet Union citizens up to May '99.

A research conducted by the BBC shows that 99% of all banknotes circulating in the area of London bear traces of cocaine. Some of the bills may have been used to inhale the drug, but most have simply passed through the hands of pushers and consumers.

The postal service is the new way that drug traffickers have devised to import drugs into Europe. A packet containing books or records gets sent to Colombia, and a few days later it's sent back apparently intact because the addresse is unknown. In reality it travels back to the sender full of drugs.

Deputy Hildebrando Pascoal has been arrested for alleged participation in drug trafficking. It is the first time that a cartel similar to those existing in Colombia is discovered in Brazil, a country up to now known only as a passage point for drugs.
