- The European Deputy Olivier Dupuis, of the Lista Bonino, has verified that the situation in Piedmont is as the Government described it: Of the 1238 addicts in title to the treatment only 43 actually undergo it.
- In the prisons of Abruzzo nobody is able to use methadone, even though the local administration say they "guarantee a continuity of treatment".

In Milan there is now a store that sells seeds and derivatives of the Cannabis Sativa plant. To be legally sold the flowers must not contain than 0,3% of THC. A European law, which has also been adopted in Italy, permits this kind of commerce; nonetheless the event will certainly give prohibitionist extremists a chance to take up their campaigns again.

The Madrid administration wants to open a special centre for the assistance of cocaine addicts, which are growing in number and always more often asking for help. It would be the first of the kind in Spain, but to open it needs 120 million Pesetas of fundind from the local Government.

A report by the American Department of State says that the cocaine offer from Colombia is diminishing because of prevention policies and the presence of the guerrilla. If the offer is diminishing on one hand, demand and prices are rising on the other. Prices of Peruvian cocaine have doubled in the last 3 years in the USA, and in Europe they are 50% higher than in America.
