Pino Arlacchi is backing the UN's negative stance towards legalisation of drugs. Drug related crimes would not diminish, he says, and consumption would grow, as in China with legalised Opium. Heroin consumption in slowing down in Europe, the same is happening in the USA with cocaine. This means that the work done up to now has been successful. A message for the next generations.

'Fesu' is the European Forum for Urban Safety. It was created in 1987 and is based in Paris. 250 cities partecipate in it, at the motto of 'Safer cities, less prison', exchanging points of view, and convinced that danger derives mostly from minor crimes, especially drug related ones.

Barry McCaffrey, Director of the US Office of National Drug Control Policy, says that consumption of cocaine from South America is diminishing in the USA, but growing in Europe. Last year 130 tons of cocaine entered Europe from Bolivia, Peru and Colombia. He also says that Europe should not underestimate the problem, as they did in the eighties.
