The Governor of Sverdlovk, Mr. Rossel, is organising regional referenda to introduce the death penalty for drug pushers in all of Russia. Nikolaj Khramov, co-ordinator of the Radical Party says that such an initiative is not only cruel and illogical, but also legislatively impracticable. It would bring Russia out of the European Council, because to be in it is indispensable to be for the abolition of the death penalty within this year.
ITALY
Franco Corleone, under-secretary of the Ministry of Justice, has proposed that Italian Regions start the experimentation of controlled distribution of heroin, although only after the next elections. Marco Cappato, European deputy of the Lista Bonino says it is about time that such a thing happens, let's only hope Mr. Corleone is not hoping in an annulment of the coming elections...
We must resolve the drugs/crime/health emergency by legalising drugs. As indicated by the Magistrate Mr. Nobili.

3 to 5 million European Union citizens may have tried heroin; 40 million have certainly tried cannabis; between 1 and 3% have used cocaine; and the regular addicts are 1/1,5% on a total of 375 million. Italy, togheter with Luxembourg, beats all records: 8 people out of 1000 are addicts. These are figures from the 1999 EU report on drugs.

From the 1998 anti-drug police report: More and more poisons are used to destroy coca plantations, nonetheless they keep augmenting. Five years ago they were in 10 provinces out of 33, today in 21. There are no longer any giant cartels, but only small ones that are impossible to stop. In Peru and Bolivia the eradication have made the fields move to where the guerrilla is in control.
