Asked about a reaction from the Commission about the situation in Rwanda, we said that Mrs. Bonino is deeply worried about what is happening, but she is not at all surprised. We reminded that she visited Rwanda in March. We also said that Mrs. Bonino, with Mr. Pinheiro, intends to propose the Commission for a debate on humanitarian aid to make a political assessment of the Eu action so far (940 million dollars from 6 April 1994). The discussion should be focused on the future perspective for the EU humanitarian action.

As a mean of background, we underlined that: we are aware of the will of the tutsi government to dismantle the Rwanda refugee camps because it fears the hutu are training to fight back; that we suspect that the hutus are actually doing it even if we have no concrete evidence; that humanitarian aid has anyway saved thousands of lives; that not much of a structural progress has been made so far; that the NGOs on the field are taking big risks. Therefore, we need to discuss the general situation to elaborate a strategy to follow in the coming future.
