The 3rd Commission of the Chamber of Deputies,
- whereas the facts occurred in Rwanda go beyond all limits of barbarity;
- having regard to the fact that a genocide is under way - to be considered among the worst calamities of this century - which strikes indiscriminately children and women, with a death toll of some hundreds of thousands;
- deploring the fact that the premonitory signs of the crisis have been given too little attention, pointing to a particular weakness of the national and international information media;
- denouncing the continued political responsibilities related to international tolerance, and the wanting coordination in monitoring the arms traffic, also on the part of Italy;
- considering it very serious that only a few African countries responded affirmatively to the appeal of the UN Secretary-General Boutros-Ghali and the contacts of the United Nations towards forty-two Member States regarding the creation of a contingent of at least 5.500 men to stop the hostilities;
binds the Government
a) to ask the European Council to urgently define a common action within the framework of PESC to address the humanitarian disaster in Rwanda, and to urge the UN Security Council to place the issue on its agenda - if necessary implementing article 34 of the Charter of the United Nations, while at the same time offering the official and concrete intention of our country to take active part in the peace-keeping force to stop the genocide and compensate for the deplorable delays and recover the role of these institutions;
b) to enforce the respect of the arms and ammunition embargo and to prosecute any Italian firm that were to dodge it in any way;
c) to prepare an emergency and human development plan for the populations that are still in Rwanda and for those that are fleeing the country, in the framework of the United Nations peace plan, also by supporting the Italian initiatives, including the non-governmental and volunteer ones;
d) to perform periodical controls on the state of implementation of such plans and to periodically inform Parliament thereupon;
e) to support and promote the institution of a permanent international court for crimes against humanity at the 49th session of the United Nations;
f) to consult with the European partners in order to decide the European Union's position, and to request a new meeting of the United Nations Security Council.
