(This report was dictated by Dmitrij Starostin from Baku).

During the work for creation of Democratic Congress March 20th was adopted an appeal to all parties, public organizations, movements of USSR in support of Lithuania. It expresses solidarity with the strive of Lithuanian nation, deep understanding and approving of the Lithuanian Sejm decision about secession from the USSR. The appeal contains a call to all independent parties, movements and governments of the Union Republics to excuse Lithuania from paying reparations of billions roubles to the Unions funds. Following is written in the document "For all created and destroied for years of the totalitarian power in the country we are responsible together. The right to self-determination guarantied by the Constitution must be realized without any stipulations".

The appeal was prepared by the Azerbaijan Social-Democratic party and signed by parties: Eni Musavat, Halg Dzhumhurriet, Milli Gurtulush, Democratic Union of Azerbaijan nations, Dede Gunesh and by members of the Radical party in Baku.

In the address of the Lithuanian Sejm a telegram was sent with congratulations of the nation of Lithuania with the victory.
