Paolo Pietrosanti (member of the Federal Council of Transnational Radical Party) and Richard Stockar (responsable pro tempore of the Asociace radikalu za Spojene statu Evropske) addresses today the following open letter to the so called "extraparliamentary assembly", created among the parties that didn't get the 5% in the June elections:
»Your aim seems not to be so clear. You are adfirming that there is a problem in the fact that the 17% of voters (i.e. who voted your parties) are not represented in the legislative bodies, and that these voters »are represented by deputies for whom they did not vote . Unfortunately you don't know that in Usa, or in Great Britain (i.e. the most advanced democracies in the world, not only from the point of view of the constitutional and institutional system) happens in each county that even the 49% of voters are not "represented" at all, because of the mayoritarian elections' system.
But first of all you neither know, nor feel that saying that the 17% of the voters are represented by deputies for whom they did not vote is not only wrong, but also dangerous -and we would like our friends the Greens weren't involved in this "assembly". One of the very main, fundamental principals of a parliamentarian democracy is that each deputy is the representant of the whole country, not of her or his voters. It would be better to think a little more before speaking...
Do you perhaps think that the members of Federal Assembly don't represent the minors? Are you really sure that the Federal Assembly represents only the voters? It represents the country. In a democratic system members of the Parliament are representant of the whole country, not of their personal voters. This is obvious, indeed; but it seems not to be so obvious for you. That's why it's difficult believe you adfirming you are planning to prevent non-democratic methods, while it's very more easy believe that you are only planning to get better results in the next elections. That's normal and legitimate; but democracy is something of more important, indeed.
In this country -like in every democracy- it would be necessary to introduce the majoritarian anglosaxon model elections' system, a system adopted by the most solid democracies in the world, a system that would impose you to enjoy a coalition with a clear government program instead of looking for a share of power, like you did in the occasion of the 8-9th June's elections.
You, your "extraparliamentary assembly" is a tipical result of the proportional system, that risked to brake the Civic Forum and to make this country not governable (fortunately it didn't happen); a system that doesn't permit citizens to vote persons instead of parties, neither to choose the government they want.
We know well you'll ask: "what does a transnational party that decided not to be never engaged in elections want?"
