Moscow, 23 March 1991 - The chief of the Visa and Registration Department of the Soviet district of Moscow Alexander Krasnov refused to accept documents of Alexander Pronozin necessary for getting visa to leave the Soviet Union. He said that documents will be accepted only after official permission from Recruitment military office.
Visa and Registration Department deals with Soviet citizens going abroad and foreigners coming to the Soviet Union. One can not leave the Soviet Union without special visa given by this Department.
Alexander Pronozin declared his objection to military service in August 1988. In 1989 he joined the Transnational Radical Party, in 1990 - War Resisters International. In December of 1989 Procurator's office opened a criminal case for his "evasion to the regular call-up". But for unknown reasons he has not been arrested yet and no investigation actions have been in process.
