(Moscow, May 13, 1991) - Deputy Chief of the USSR Armed Forces General Staff Colonel General Krivosheyev prohibited military lawyers from joining the delegation under the auspices of the USSR Supreme Soviet to Belgium from May 14 till 21 to study the experience of alternative civil service. The invitation to visit Belgium was kindly extended by the Flemish Institute for Peace Studies which is sponsoring the visit to create opportunities for studying the experience of insuring the right of conscientious objection and the functioning of the institution of alternative civil service. The delegation headed by Igor Bogdanov, Chairman of the USSR Supreme Soviet Subcommittee for Development of Personality comprises members of the USSR Supreme Soviet Working Group for Developing Legislation on Alternative Civil Service Lieutenant Colonel of Justice Anatoliy Pchelintsev and Captain 3d Rank Michael Timofeev, authors of the Foundations for the USSR Legislation on Alternative Civil Service. The delegation also includes

representatives of the Transnational Radical Party and the nongovernmental organization "Window to Europe". General Krivosheyev provided no explanation for banning the participation of the military experts.
