ARMS TRADE-TANKS: CZECHOSLOVAKIA. RADICALS SEND TO PRESIDENT HAVEL, PREMIER CALFA, MINISTER DOBROVSKY AND CHAIRMAN DUBCEK THE MOTION, APPROVED ON MAY 14th BY ITALIAN HOUSE OF DEPUTIES, PREVENTING THE PROLIFERATION OF MAJOR CONVENTIONAL WEAPON SYSTEMS. THE PROBLEM OF TANKS TO BE SOLD TO SYRIA CAN AND MUST BE CROSSED-OVER.

Prague, May 27th 1991. Radicals living in Czechoslovakia have sent today to President Havel, to Prime Minister Calfa, to Minister Vavrousek and to the Chairman of Federal Assembly (Parliament) Dubcek the translation in Czech of the Motion, approved on May 14th by Italian House of Deputies, preventing the proliferation of major conventional weapon systems.

This is the text of the letter to which radicals have enclosed the Motion:

»We are enclosing the text of the motion approved by the Italian House of deputies. The motion has been proposed by the deputy Emma Bonino (President of Radical Party), and got the adhesion of almost all the parliamentarian groups. It was approved by 305 votes against 9.

We propose Czechoslovakia to adopt the same document, in order to take part actively to the creation of an international coordination about the problem of conversion of arms' production and trade: a kind of problem that can be managed only at a sovranational level.

It must be remembered that UN General Secretary Perez De Cuellar expressed his strong support to the initiative proposed by Italian MP Emma Bonino and now approved by the Italian House of Deputies. It must also be said that European Parliament approved on April 18th a very similar Resolution, and that the same aims were pointed out by a Resolution of the recent 85th Interparliamentarian Conference in Pyongyang.

It's important to say that on April 17th the same Perez De Cuellar gave a speech in Strasbourg, in which he underlined -among other- the "courage of Czechoslovakia, one of the great producers, that announced the stop of its weapons' export". Just now there is a very urgent question: is the value of 100 tanks, even from the economical point of view, higher than the international credibility's one, a credibility confirmed only one month ago even by UN General Secretary?.

It seems evident that the problem of tanks belongs to a more general problem. It does exist the chance to croos-over the problem of them: there are instruments, and a lot of positive dynamics now on in the world. Czechoslovakia could be a leading country in this new approach, that is now becoming more and more widely adopted.
