(Moscow, 30 May, 1991) - Representatives of oppositional political parties and deputies' groups in Moscow City Soviet organized by initiative of Radical deputy Aleksandr Kalinin, member of Federal Council of the Radical Party, press conference on subject "Situation in Mossoviet in connection with plans to reform this organ".
Except Aleksandr Kalinin, who was a moderator, at the press conference took part deputies Andrej Saveljev (Social Democratic Party of Russian Federation), Anatolij Zheludkov (Greens), Boris Kagarlickij (Socialist Party), Sergej Shornikov (deputies' group "Initiative").
In his short intervention at the beginning of press conference Aleksandr Kalinin told in particularly:
"The leadership of Democratic Russia Movement which have a majority in new elected Soviets and personally Gavriil Popov, president of Moscow City Soviet, make a kind of unofficial agreement with old nomenclatural structures about division of power. Not the last importance haves the intention to promote and ensure privatization of municipal property to the advantage of the nomenclature, both old and new.
The leaders of Democratic Russia Movement used the Soviets as springboard for acquiring the positions of power and its sharing with the C.P.S.U. and, being satisfied with results, are eager to destroy the mechanism of their own ascendency. Thus the democratic movement has made a nearly full circle and is coming up to exactly the point from which it started 5 or 6 years ago. But the most dangerous trait of the current situation is that the democratic movement under its present leadership expresses propensity to violate basic human rights of individuals and groups, to discredit not only them, but the legitimate elective representative legislative bodies as well.
The political style and political methods the leaders of DRM use are repugnant and increasingly immoral. These methods include: monopolization of mass media; constant and rude misinformation of public; obvious willingness to resort to almost any means in order to keep the opponents silent; abuse of some legislative bodies in order to get decisions passed by a Soviet in session, etc.
To sum up: we can state that DRM leaders don't strive for democracy in fact. This is the essence of the conflict in and around the Moscow City Soviet."
Speaking about elections of major in Moscow on June 12 participants of the press conference criticized the anti-democratic law in accordance to which is necessary to have 35.000 signatures to be registered as candidate (to be registered as candidate for elections of Russian president is necessary to collect 100.000 signatures). In fact it means that only candidates who is supported by C.P.S.U. or Democratic Russia Movement can take part at the elections. They call to boycott the elections of major if this law will not changed in the next few days.
Answering on the questions of journalists participants of the press conference underlined that they don't have personal objections against G.Popov but struggles only to defend democratically elected representative legislative organs, Mossoviet in particularly.
