DEMONSTRATION OF THE RADICAL PARTY IN MOSCOW AGAINST THE REFORM OF THE SOVIET PROPOSED BY THE CURRENT MAYOR POPOV. DOCUMENTS SUPPORTING THE DEMONSTRATION GIVEN BY THE RADICALS TO THE USSR EMBASSIES OF ROME, BRUSSELS, BUDAPEST AND PRAGUE.

RADICAL PARTY PRESS RELEASE

Rome, 3 June - A demonstration organized by militants of the Radical Party took place today in Moscow at 9:30 local time in front of the Mossoviet, to defend the political and democratic rights of the Muscovite citizens called to express their vote on 12 June for the direct election of the mayor.

According to a law recently passed by the Moscow Soviet, 35.000 signatures are required for a candidature for mayor to be accepted (whereas 100.000 are sufficient to run for President of the Russian Republic), which means that in practice only the candidates supported by the PCUS or by the "Democratic Russia" movement may take part in the elections. In supporting the demonstration in Moscow, the Radical Party - which counts many Soviet members, among whom members of the Supreme Soviet and of the Soviets of Leningrad and Moscow - expresses its concern for the risk of a block in the democratization process, and especially as regards the fact that the campaign under way is being conducted in conditions of monopoly of information on the part of the current Moscow leadership.

Stated Alexander Kalinin, deputy of the Moscow Soviet and member of the Radical Party's Federal Council, during a press conference in Moscow: "For some time now, the executive organs have started to misuse their legislative functions once again to take decisions that would be rejected by the Soviet or to upset others which have already been passed. The proposals to reform the Moscow Soviet advanced by many leaders of "Democratic Russia" aim at a drastic reduction of the Soviet's powers and role to the advantage of executive structures, thus returning to the arbitrary administrative system which they themselves had fiercely criticized in the past".

Today, delegations of the Radical Party gave a letter in support of the demonstration of Moscow signed by Sergio Stanzani, Paolo Vigevano, Emma Bonino and Marco Pannella to the ambassadors of USSR in Rome, Brussels, Budapest and Prague.
