On behalf of the International Relations Commission of the Parliament of the Republic of Slovenia I have the honor of addressing an appeal to the Parliament of the Republic of Italy.
Since June 27 the Republic of Slovenia, wich became on June 25 on the basis of last year's plebiscite an independent and sovereign state, has been a victim of an agressive military attack of the Yugoslav Government and the Army.
The aims of the occupational forces of Yugoslavia were to take over the strategic points at the borders of Slovenia with other countries, occupy the territory and liquidate the legally elected representatives of the Republic of Slovenia -the Presidency, the Parliament and the Government, to "preserve the Socialist order in Yugoslavia".
Tank units and war airplanes wrought enormous destruction upon the communication infrastructure of Slovenia (roads, TV and radio transmitters, buses, trucks, cars, Adria Airways civil aircraft) and especially upon civilian targets. Military airplanes, loaded with bombs and rockets had already been approaching our country to attack civilian targets all over Slovenia before they were ordered back.
However, the people of Slovenia, most of all the units of the Territorial Defense of the Police of Slovenia, with the unrelenting support of all the population blocked the progress of the invading army and disabled their ground attack power. Large numbers of the invading troops have surrendered to our forces and a growing number of Yugoslav army officers and soldiers have joined the Territorial Defense. Almost all the territory of Slovenia, including the majority of border crossing are in the hands of Slovenian authorities.
The Yugoslav Army troops had been told by their Supreme Command that they were defending Yugoslavia's border against an attack by Italy and Austria supported by collaborationist Slovenians.
The Slovenian people have shown that they stand united behind the plebiscite decision of last year and the Declaration of independence adopted by this parliament. They are ready to defend their freedom and democracy against foreign aggression.
The agreement with the "troika" is and will be fully imoplemented by the organs of the Republic of Slovenia: 1) Slovenia as the attacked party fully observes cease fire and will allow invading troops to return to the barracks; 2) Slovenia is accepting a 3 month postponement of further implementation of our Declaration of independence; 3) the ex-member of the Presidency of the SFRY voted already on May for Mr. Mesic.
We appeal to the Parliament of the Republic of Italy to support the cessation of Yugoslav Army invasion of Slovenia, withdrawal of their troops and a peaceful settlement of open question on the territory of ex-Yugoslavia.
We especially appeal to your Parliament to support the recognition of the Republic of Slovenia as an indpendent and sovereign state. We believe that the recognition of this fact will facilitate peaceful solution of the crisis in this part of Europe and enable further talks on bilateral and multilateral relations with other states that will emerge on the territory of ex-Yugoslavia.
