given the need for Italy and the European Community to show, urgently and concretely, their willingness to counter the coup through which the "Committee for the emergency" has supplanted the legitimate government of the USSR and abolished the civil and political rights represented by democratically elected bodies;

given the need that a firm condemnation of the Soviet coup go hand in hand with measures that show the refusal on the part of democratic countries to collaborate with the usurpers of the legimate Soviet government

binds the government

- to deny its recognition of the "Committee for the emergency" which removed from power the legitimate government of the USSR;

- to invite the European Community to take an identical stance;

- to suspend all forms of economic cooperation with the USSR;

- to call for the strict observance.of the commitments undertaken by the USSR within the CSCE framework and to demand the immediate release of President Mikhali S. Gorbachev.
