(Moscow, 4 September 1991) - Today several deputies of the Moscow City Council held press conference at which 13 of them including the RP's Federal Council member Alexander Kalinin declared hunger strike. Deputies explained that the cause of that action was open disobedience of state structures to legal decision of the Moscow City Council of promotion General Komissarov to the post of the head of Moscow militia. This battle has been going since January of 1991 when the Council promoted General Komissarov, known as a person attached to the principles of rule of law, to the post of the head of City Department of Internal Affairs. According Soviet legislation city Soviets are competent to take such decisions. In spite of this the post of Moscow militia is still occupied by General Myrikov who is accused in collaboration with the Committee for Emergency during the August coup. Deputies told correspondents that they had only that nonviolent measure for enforcing their decision. Alexander Kalinin said that he was
especially worried by dangerous tendency of revival of command-administrative system in modern Russia.
