U.N. CONFERENCE ON ENVIRONMENT AND DEVELOPMENT: SOLEMN APPEAL OF RIO

We the undersigned, participants of the Parliamentary Earth Summit, gathered in Rio de Janeiro from 5th to 7th June 1992, different in race, culture, spiritual and philosophical beliefs, but united in the will of doing all we can to save the Earth, to protect it from the threats which hangs over it, and to hand it over to future generations as we received it, address a solemn appeal to you, Leaders of the world, Heads of State and governments meeting in Rio, so that the extraordinary expectations placed throughout the world on your deliberations, will not turn into deception and defeat.

We believe it necessary, to avoid this, to proclaim and ratify the right to live in a safe, healthy and clean environment, and the right to development as inalienable rights of the individual: these rights must be an integral part of the International Treaty on Civil and Political Rights.

Furthermore, We believe it necessary to adopt the Charter of the Rights of the Earth as the common heritage of mankind, and to ratify and enforce its principles so that they may be passed on to those who will inhabit the earth after us;

We believe it necessary that all possible action be taken

- to avoid wasting the efforts made over the past three years by so many women and men of good will, representatives of governments, of citizens' voluntary organisations, of the indigenous peoples, and of all those who care about the future of our planet and of its inhabitants;

- to complete, endow with specific means of application and control and solemnly sign the three Conventions on Climate, Biodiversity, and Forests, which represent the core of the Rio Summit.

Let it be no doubt about it: without such commitments it will be impossible to seriously undertake anything in the future years, and this important opportunity will be lost, may be forever.

We believe it necessary that a specific system to monitor and control the follow-up of the commitments taken-and of those ensuing from any agreement reached-be officially set up and endowed with the necessary instruments to carry out all related tasks everywhere in the world.

We believe it necessary that all governments, starting from those of the richer countries, commit themselves to reduce CO2 emisssions to the 1990 levels by the year 2000, even through unilateral decisions.

We believe it necessary that an energy tax amounting to $3 per barrel of oil equivalent, to be increased to $ 10 by the year 2000, be applied in order to cut down energy consumption and to create additional resources for developing countries.

We believe it necessary that the objective of achieving 0.7% of GNP in public development aid be solemnly states as a pre-requisite to implementing a concrete global policy to save the earth and that an appropriate and binding time-scale be defined accordingly.

We believe it necessary that all governments take up the commitment to provide their population with full information and assistance - also through public awareness campaigns - so that procreation may become a choice made with love and utmost sense of responsibility, also taking into account the current situation of the planet, its limited resources, and the need to guarantee the survival of all peoples.

We believe, finally, that the highly industrialised countries have to make the most important effort in order to turn their life-style towards patterns which are really compatible with environment and social justice at global level.

We therefore CALL ON YOU, on behalf of the peoples whose confidence and honours we enjoy, so that all these basic goals are achieved, rather than lost forever;

mankind expects each of you to do his own duty.
