Kiev, 28 June, 1992
We, delegates of the First Congress of the Nova Ukraina Movement,
- underlining the necessety of putting the Ukrainian legislation in accordance with European norms;
- noting, that death penalty as a measure of punishment is abolished de-jure or de-facto in almost all Eoropean countries;
- noting, that demanding to abolish death penalty is fixed in the 6th additional protocol to the European Convention on human rights, in the 2nd additional protocol to the International Pact on civil and political rights;
1. accept as necessary to lead the preparations to excluding of death penalty from Ukrainian legislation, connecting this problem with decision about the reasonable rise of the maximal terms of imprisonment (untill life imprisonment) for the most havy crimes;
2. propose as a first step to declare a moratorium for death sentences and executions.
