1) What is the amount in Lire of the goods for which licences have been issued and which have been effectively exported to Iran, Syria and Libya from 1987 to date? How many export licence applications have been received for each of these countries every year from 1987 to date? Of these, how many have been approved?
2) How many export licence applications toward Iran, Syria and Libya concerned technologies and equipment controlled by the Missile Technology Control Regime (MTCR)? Of these applications, how many have been approved (per year, per country)?
3) What is the amount (in Lire) and the number of approved licence applications toward Iran, Syria and Libya from 1987 which concerned numerically controlled machine tools and equipment (COCOM numbers 1091 and 1093)?
4) What is the amount (in Lire) and the number of approved licence applications toward Iran, Syria and Libya from 1987 that concerned advanced computers and scientific machinery (COCOM number 1564 and 1565)?
5) What is the amount (in Lire) and the number of approved licence applications toward Iran, Syria and Libya from 1987, that concerned technologies that are controlled for their nuclear applications (COCOM numbers 1075, 1110, 1131, 1205, 1206, 1312, 1357, 1362, 1370, 1502, 1522, 1529, 1532, 1534, 1541, 1542, 1549, 1553, 1555, 1559, 1568, 1570, 1584, 1715, 1763, 2120, 3131, 3261, 3326, 3362, 3363, 3604, 3605, 3607, 3608, 3609, 3709, 3711, 4094, 4127, 4128, 4261, 4337, 4360, 4363, 4530, 4569, 4585, 4590, 4592, 4635, 4638, 4654, 4674, 4675, 4676, 4677, 4678, 4698, 4720, 5585)?
6) In a recent press release, the Iranian People's Mujahedin (an opposition group) maintained that the Ansaldo company delivered equipment to Iran in Spring 1991 for the production of electricity, which is now being used in a top-secret military nuclear laboratory near Qazvin. What is the nature of the equipment? Who are the final users, according to the licence?
7) Agip Nucleare and ENEA are both shareholders of the Eurodif cartel, which owns and operates the plant for the enrichment of gas-diffused uranium of Tricastin, France. The Iranian government continues to detain a 10% share in Eurodif: according to the terms of the 1974 contract with Eurodif, it has "full access" to the enrichment technology and should receive a certain share of highly enriched uranium. Has it ever actually received it? Have Italian companies ever supplied technology, equipment, training, know how or other assistance connected with Eurodif or with other techniques for the enrichment of uranium or for the reprocessing of plutonium?
8) As a member of a cartel which includes the French Air Liquide company, did Nuovo Pignone win two contracts with Iran in 1989, for the construction of facilities for the separation of gas for the production of oxygen and nitrogen to the steel works of Mobarakeh and to the plants of Zanjan? Was any gas liquefaction equipment supplied as part of these contracts? Does the government have information suggesting that these projects have a second military aim? Has there been a verification a posteriori on this?
9) The Udine-based Danieli company was assigned contracts for the construction of two large steel works in Iran, for an amount of over $1 billion. One of these calls for the modernization of the steel works of Isfahan, which directly sustains Iran's greatest military production, where ballistic missiles and a vast array of conventional weapons are built. What is the situation of these two contracts? Did Danieli in any way buttress its position, according to which these projects will in no way contribute to sustain Iran's military industry?
10) Italimpianti heads a cartel for the construction of the new steel works of Mobarakeh, barely 70 Km. from Isfahan. Which guaranties have the Iranian government and Italimpianti given, that this complex will not contribute to sustaining Iran's military industry?
11) Technipetrole (formerly TPL) is building a large ethylene plant as part of the petrochemical project of Bandar Abbas, together with its French partner Technip. Which guaranties have the Iranian government and this company given that this plant will not contribute to sustaining Iran's military industry, given the possible use of ethylene in explosives and propellants, and as a precursor of chemical weapons?
12) According to the Middle East Economic Digest of 27 September 1991, Iveco, together with the German Magirus-Deutz, won a $329 million contract for the supply of 5.000 semi-finished vehicles, 2.000 of which to be assembled on the spot by the Iran Zamyed Co. Will Iveco also build an assembly plant in Iran? Where will it be built? Has the company given guaranties concerning the non-use for military purposes of the plant and of the vehicles?
13) According to Petroles et Gaz Arabes of 16 September 1991, Technimont won a $400-500 million contract to supply "auxiliary facilities" to Iran at the plant of Tabriz (simple ethylene). Is the equipment relative to this contract subject to licence? Have deliveries already been made? Are there Italian engineers on the spot?
14) Can the government provide a list of licence applications for the export of equipment and technology to the Syrian Scientific Research Council (SSRC), also referred to as Centre d'Etudes et de Recherches Scientifiques (CERS)? How many of these licences have been approved? How many are still pending?
15) Do Italian public scientific research boards have any sort of contract relations (such as scientific exchanges, training of Syrian engineers, development aid, etc) with the SSRC? If so, can the government describe them, including the area of research, the date of the contract and the current situation?
16) Have Italian companies supplied equipment, technologies or other to the pharmaceutical plant of Rapta in Libya?
17) Can the government provide a list of licence applications for the export of equipment and technologies to the Central Repair Workshop in Libya? How many of these applications have been approved? How many are still pending?
18) Can the government provide a list of licence applications for the export of machinery and technology to the Technology Centre of Tripoli, Libya? How many of these applications have been approved? How many are still pending?
19) Does the government advise the companies that sell goods subjected to export licence to Iran, Syria and Libya? More specifically, does the government inform the companies of the suspected final users in these countries?
20) Can the government provide a list of licence applications for the export of equipment and technology to the following final users in Iran: Defense Industries Organization; Sharif Technology University; Atomic Energy Organization of Iran; Zakaria Razi Chemical Company; Ministry of SEPAH? How many of these applications have been approved? How many are still pending?
