KAZAKHSTAN: RADICAL ASSEMBLY IN ALMA-ATA. 34 NEW MEMBERS, AMONG THEM 7 DEPUTIES OF PARLIAMENT, JOINED RADICAL PARTY.

(Alma-Ata, 10 October, 1992) - The first in Kazakhstan public meeting of the Radical Party took place today in Alma-Ata, in hotel Otrar. This opened assembly collected about 60 persons, most of them are habitants of Alma-Ata, however some Radicals came also from other regions of this former Soviet republic in the Middle Asia.

Kazakhstan, one of the bigest ex-Soviet republics, is also one of the three, which have nuclear weapons on their territories (other two are Russia and Ukraine). Alma-Ata, which has 1 million of habitants, is one of the most important cities not only in Kazakhstan and Middle Asia, but also in the whole ex-USSR.

The assembly was opened by Aitbaj Konysbaev, deputy of Kazakhstan's Supreme Council (parliament) and member of the Federal Council of the Radical Party. Nikolaj Khramov remarked the historical battles of RP during 37 years of its existance and informed about current political and economical situation of the party, as well about actual Radical initiatives in the new independent states.

While the discussion many participants stated that all the CIS states and Kazakhstan in particularly, are still authoritarian regimes, where human rights are violated.

Elena Shejger-Mirkhanova, vice president of the Social Democratic Party and Radical member, speaking about campaign against death penalty, stated that Kazakhstan's society is absolutely not ready yet to abolish death penalty immediately. She supported the RP's proposition about 3-years moratorium on death sentences. She sayed also that it is necessary to make more essential Radical presence in Middle Asia and to open in Alma-Ata a coordination center for Middle Asia.

Sergej Zlotnikov, founding member of the Alma-Ata branch of "Memorial" human rights society and Radical member, underlined the danger of inter-ethnical conflicts also in Kazakhstan.

Jurij Plugin, conscientious objector from Dzhambul city (Southern Kazakhstan), appealed to the Radical Party to lead the campaign for passing the law about alternative civilian service. He accented, that such law has to be really democratic and not to counterdict with international norms in this sphere.

Lev Balajan, journalist known in Kazakhstan and member of executive committee of the "All-Union Communist Party of Bolsheviks" (an ultra-leftist group, more or less similar with Democrazia Proletaria), spoke about violation of human rights by regime of Nursultan Nazarbaev. Concerning the necessary reforms of international law, he sayed that world community needs the radical democratization of international relations, changing the role of UNO, otherwise we risque to get the worst kind of new Pax Americana. After his intervention Lev Balajan joined Radical Party.

Nikolaj Stromberger, Radical member during last 4 years, Zijakhan Shajgeldinov, Radical militant who was arrested for 15 days one year ago for collecting signatures against death penalty, Mizam Dujsheev, Radical member from Uzun-Agach village, Lidija Gievaja, cinema producer, also have spoke.

15 new members joined Radical Party during the assembly.

Just in the same evening 3-minutes TV report about the Radical assembly was presented in KTK evening news program. KTK is an independent TV company which programs come to the spectators in Kazakhstan and Kyrgyzstan.

During some days before the manifestation in hotel Otrar another 19 new Radicals joined the party. Among them are 7 deputies of Supreme Council: Ermuhamet Ertysbaev, vice chairman of the parliamentarian committee for human rights and secretary of Political Executive Committee of the Socialist Party (ex-Communist Party); Sergej Tokhtarov; Vladimir Chernyshev, secretary of the committee for architecture and building; Sergej Subbotin, major of border troops, vice chairman of the committee for national security and defence; Sergej Aksenov, member of the committee for environment; Rahmet Mukashev, vice chairman of the committee for legislation; Tolebaj Rahypbekov, vice chairman of the committee for public healthcare. Together with Aitbaj Konysbaev 8 deputies of parliament in Kazakhstan are now members of the Radical Party.
