on "The closure of the Kosova BUJKU newspaper"
The European Parliament,
A- Concerned by the situation in Kosova,in particular the continues violations of constitutional and human rights and the danger of an outbreak of violence to reply to the Serbian Governement's attitude;
B- referring to the law introduced by the Parliament of Serbia on November, 5, 1992, which leads - among others aspects - to the founding of the Enterprise " Panorama" with which the Koszovo-Albanian editing and publishing house " Rilindjia" will be closed from November 15,1992 and the only newspaper in Albanian Language " BUJKU", appearing five times a week, will be de facto abolished;
C- Noting that with this act the Serbian authorities will achieve the elimination of media and information system of Kosova, which has been started by abolishing TV and radio network in Albanian language and the only daily newspaper "Rilindjia" in 1990;
D- Noting that "Bujku" has taken over the traditional peaceful political resistance in Kosova and under aggraviating conditions of communications represented an important factor in releasing of tensions and providing adequate information and protecting the citiziens from a specific media war;
E- noting that by this act not only importants human rights ( especially on information) are violated, but that the tension and the rear chances for mayor conflicts in Kosova are increased;
1- Demands that the Serbian Gouvernement allows Bujku to continue the publication to permit an information in Albanian language in Kosova;
2-Express his solidarity to the Bujku journalists and readers;
3- Calls on the Council , the Ministers in the CPE, the Presidents of the Geneva Conference, Cyrus Vance and Lord Owen, immediatley to take diplomatic actions to avoid closing of the Bujku newspaper and to permit information in Albanian language in Kosova;
4- Instructs its President to forward this resolution to the Commission, the Council, the Geneva Conference, to the Governement and Parliament of Serbia, to the Human Rights Council
