The big countries in particular the United States of America, are worried by the drug problem, not because a certain amount of their youth end up in terrible illness and death, but because the drug smuggling could disturb the financial deals in Wall street. It is for financial reasons that they tried to crush the drug smugglers. I say they tried because they totaly failed.

I remember that before and after the war in France, some great poets and importants stylists could normally obtain cocaine once a week from the police office. Then the problem of drug addiction is the following: what is a drug? It is a substance which helps a person to live. Since mankind existed drugs have spread. A mankind without drugs, " aseptised " never existed, doesn't exist and will never exist.

What caracterised the diagnostic which enables certain states to forbid some drugs compared to others drugs is simple: the permited drugs are made by the countries of the North and the forbidden ones are made in the southern countries. This is the real differenciation

in the use of drugs.

In France 50 percent of the jail population is drug related and 70 percent of small and medium delinquency is linked to drugs. What can we do?Envisage another policy and this other policy can only be envisaged from the moment in which people of good will will join together to check how we can solve this problem, knowing that prohibition has never been a solution.

Don't ever forget that in France we have some ministers who don't know that drugs are worth nothing, that a gram of cocaine costs 12 dollars but altered on the black market it is worth 200 to 400 dollars. They don't know that a gram of pure heroin costs 9 dollars a gram but when sold on the black market and cut with lactose it is worth 100 or 1000 times more.

This policy is based on hypocrisy. You know that moralists, and politicians, are always people who never give lessons of moral to themselves but always give them to others.

It would be better to envisage a different action of these which led our world to submission to drugs. I want simply to make you notice that the worst drugs today in the world are precisely the drugs linked to power and drugs linked to financial power.
