Moscow, February 25, 1993
A group of Radical militants and deputies from ex-USSR have made a declaration about the situation in Georgia and in particularly about the bombing of Sukhumi city from side of Russian Air Forces. With assistance of Georgian embassy in Moscow, the text of this declaration was brought to notice of Mr. Boris Yeltsin, president of Russian Federation, Mr. Ruslan Khasbulatov, president of the Supreme Soviet of Russia, marshall Shaposhnikov, highest commander of the united armed forces of the CIS, Mr. Pavel Grachev, Russian defence minister. Also it was sent to the Georgian parliament and to the Interfax, NEGA and other mass media. Below is the text of this declaration:
»On Saturday, February 20 an aircraft of Russian air force has bombed the inhabited blocks of Sukhumi city. There are damage of buildings and victims among civil population.
This bombing mean a new phase in a warfare leaded already half of year by the Abkhazian separatists' detachments and illegal armed forces invading to the Georgian territory from Russia. Now we are forced to establish a fact of aggression against Republic of Georgia from side of Russian army, which becomes in fact an independent political institution in its country.
During six months we are witnesses of the unsuccessful attempts to organize a negotiating process on Abkhazia. The "peace proposals" moving forward by Abkhazian separatist's leaders and supported by Russian Supreme Soviet come to the recipe verified in Southern Osetia, Transnistria and Serbian Kraina: withdrawal of Georgian armed forces from Abkhazia and practical separation this territory from Georgia by means of Russian troops which have taken on themselves "peacekeeping" functions.
Today's warfare against Georgia - together with occupation of Eastern regions of Moldova, territorial claims declaring to Ukraine by Russian parliament, speculations around withdrawal of Russian army from Baltic states, declared and undeclared support of Belgrade regime - is an attempt to implement a revenge plan of reestablishing Russian empire by means of force.
We are convicted that conflict in Abkhazia can be solved only on the base of international law, esteem of territorial integrity of Georgia which is guaranteed by its membership in UN and CSCE, and respecting both individual rights and rights of national, ethnic and confessional minorities under the strong international control.
We are convicted that solving of this conflict exists on the way of its internationalization and can be obtained only by efforts of United Nations and CSCE, but not by regional negotiating process under the aegis of Russia - one of the sides which have there their own interests. Is necessary to create a UN or CSCE commission on the conflict in Abkhazia. Also Russian and Georgian MPs together with deputies of Supreme council of Abkhazian autonomous republic have to be engaged in the framework of such commission.
Because of understandable reasons, no peacekeeping function can be submitted to the Russian army, which has to be withdrawn from Abkhazia immediately. The separation task have to be delivered to the UN forces or - if it's necessary - to NATO, which is obliged to put itself at disposal of United Nations as a "peacemaking" but not a "peacekeeping" force.
We insist on the necessity to transform the UN Tribunal on the military crimes in former Yugoslavia into a permanent body and to broaden the sphere of its responsibility onto all the territories enveloped in warfare. It could be an important contribution to the reform of the international law, which necessity is much more evident thinking about joining the international community from side of the new independent states.
Decisive and successful actions for solving the conflict in Abkhazia on the base of norms of the international law render a beneficial influence also to other seats of conflicts in the post-Communist world.
