Draft motion

The undersigned Members of Parliament

Whereas:

- the lack of funds could prevent the committee of experts set up by resolution n. 780 of 6 October 1992 to investigate violations of humanitarian international law in the former Yugoslavia from continuing its activity with the necessary promptness and thoroughness;

- the United Nations Secretary-General has set up a special reserve to finance the activities of the committee of experts which, despite the committee's request for $1.8 million, currently amounts to only $1 million, contributed by Canada, Denmark, New Zealand, Norway, Sweden, United States and the Netherlands;

- the United Nations has so far appropriated only $500,000 for the activities of the special tribunal for crimes committed in the former Yugoslavia established by the Security Council with resolution n. 827 of 25th May 1993 and inaugurated in The Hague on 17th November;

- the Secretary General has presented a preventive budget of $35 million (per year) to the Assembly for the financing of the tribunal itself;

- The United Nations General Assembly, namely the 5th committee, has not yet decided whether the sums necessary for the functioning of the tribunal should be listed among the items of the regular budget of the United Nations, as established by motion 827, or whether these should come from voluntary contributions by member States;

- to confront this situation of objective hindrance, the Secretary General has been forced to set up a special reserve to guarantee the functioning of the tribunal, inviting member States to contribute to it with the uttermost urgency;

Considering the above,

bind the Government to contribute financially and by means of other resources to the reserve for the committee of experts to investigate the crimes committed in the former Yugoslavia and to the one for the special tribunal for crimes committed in the former Yugoslavia.
