Bruxelles-New York, 9 November 1995. During the United Nations Sixth Committee, while all the Member States have expressed their positions in regard to the International Criminal Court, some serious rumors have emerged on the unfavorable opinions of some States, with favorable words, about giving to a Preparatory Committee the task of organizing a Plenipotentiary Conference for the establishment of the Court.
These countries, The United States, France and the United Kingdom, are willing to extend "sine die" the debate of the Ad Hoc Committee or to invent other made up committees for further studies, in order to delay any concrete decision. That is equivalent to pushing the creation of this first instrument of international criminal justice back to the Greek calends. This, in spite of the fact that all the countries of the European Union have expressed themselves in favor of convening the Plenipotentiary Conference for the establishment of the Court in 1997.
A position this, that is deeply contradictory with the official position of these countries - especially in view of the recent statements of President CLINTON - and that should it be confirmed in the next few days, it would, for so many war criminals in the world as well as the potential ones, represent a very clear sign of go ahead.
It is necessary to block these myopic attempts. Is is necessary to invite the American, French and British governments to carry out with facts the positions presented in words by voting to give to a Preparatory Committee the task of organizing a Plenipotentiary Conference beginning next year and not later than 1997.
