Madrid, 25 November 1995. Olivier Dupuis, Secretary of the transnational and transdivisional Radical Party, and Sergio D'Elia, Secretary of the International League for the Abolition of the Death Penalty, have been received by the Spanish Minister for Foreign Affairs Javier Solana.

The campaign for a worldwide moratorium of the capital punishment and the campaign for the institution of the Permanent International Criminal Court were the issues of the meeting.

Minister Solana, underlining that the Spanish Parliament has recently abolished the death penalty even from its military codes, engaged himself to be among the promoters of the enlistment of the proposal for the executions' moratoria on the agenda of the next UN General Assembly.

Also in his position of acting President of the European Union, Minister Solana has engaged himself to put forward to his colleagues ministers for foreign relations of the EU countries a joint initiative in order to overpass the remaining obstacles to the establishment of the Permanent International Criminal Court as soon as possible.

Minister Solana has also foretold that a representative of his Ministry will attend the conference of the association "Hands Off Cain", which will take place in Rome on next December 15 and 16.

The question of the imprisonment of Cuban dissidents, particularly Radical Party's members Francisco Chaviano (President of the National Council for Civil Rights) and Elizardo Sanchez (President of the Committee for Human Rights and National Reconciliation, arrested yesterday night), was also raised during the meeting.

"I'm with you, consider me a supporter of these two campaigns", Minister Solana said at the end of the meeting.
