International Tribunal: letter to the MPs

Brussels, November 20, 1996

Dear colleague,

First of all, we would like to thank you for adding your signature to the appeal for the International Criminal Court. The appeal, with the signatures of more than 800 parliamentarians from all over the world, was published on October 28 in the International Herald Tribune and on November 3 in Le Monde, during the plenary session of the Sixth Committee of the UN General Assembly (*).

The positive response we have received since, demonstrates that the impact of the advertisements, on both the public opinion and the members of the UN General Assembly, was as great as we hoped for. Now that the debate of the Sixth Committee is closed, the consultations and negotiations have begun and will eventually lead to a resolution that will be presented to the General Assembly. Although resistance to the organization of the preparatory work is still persisting we hope that the sense of urgency will prevail and that for the first time in 50 years the exact date for the establishment of the International Court for crimes against humanity, war crimes and genocide will be fixed.

We hope and expect that the General Assembly will finally adopt a resolution that will clearly fix the date of the Diplomatic Conference in 1998, and will set the agenda of the Preparatory Committee.

The financial burden of our undertaking has been particularly great and we are grateful to all those who have made it possible for us to publish the appeal. We intent to continue our commitment to inform and mobilize public opinion all over the world, as well as to increase the pressure on governments, so that the work of the Preparatory Committee will lead to the Plenipotentiary Diplomatic Conference for the establishment of an International Criminal Court in 1998.

We would also like to present to you two additional international parliamentary campaigns, in case you have not already joined them. The first regards the Nobel Peace Prize candidature of Chinese dissident Wei Jingsheng who has recently been awarded with the Sakharov Prize by the European Parliament. The second focuses on negotiations without preconditions between the Chinese authorities and the Dalai Lama on the future of Tibet, under auspices of the UN. In case you have not already done so, we hope you will be able to sign the enclosed forms.
