We do not contest the right of the religion of Islam to prohibit, as other religions do, the use of alcohol and other substances by its followers.
We do oppose, however, the right of any state that wishes to impose a religion and the observance of its commandments and prohibitions upon its citizens.
We firmly oppose all states who forbid their citizens, in the name of their moral, physical or spiritual health, the right to use any substance.
We affirm that liberty of conscience and religion, the right to impose sanitary measures when necessary (but not at the expense of restricting other rights), the separation of church and state, and the secularized state are inalienable rights and principles in every region of the earth.
In no case can the cry of cultural and historical differences justify the oppression of these individual rights or the affirmation of totalitarian or violent laws of state.
We affirm, as a consequence, our right to intervene with every democratic and non-violent means for the defense of the fundamental rights of persons who are so gravely inculcated in nations that have adopted Islam
as a state religion and that prohibit by law the use of alcohol and other behavior that pertain to the sphere of religious, political, or sexual liberty.
