DRAFT RESOLUTION IN ACCORDANCE WITH ARTICLE 45 OF THE RULES OF PROCEDURE
on "THE NECESSITY TO CREATE A EUROPEAN MILITARY AND CIVIL CORPS FOR PEACE KEEPING AND PEACE MAKING PURPOSES"
The European Parliament,
A. whereas serious humanitarian crises have multiplied worldwide during the last years;
B. whereas the Union has only been capable to react with humanitarian action, leaving the responsibility for direct intervention to some Member States;
C. whereas in the framework of the reinforcement of the CFSP, the European Union can not save on a real humanitarian intervention instrument for effective and rapid intervention for peace keeping or peace making purposes;
D. whereas the Member States possess the necessary experience, financial means and human resources, both military and civilian, to create a European Corps for peace keeping and peace making purposes;
E. considering that the position recently taken by the Commission on Foreign Affairs (report PE 219.009/fin.) and the Development Committee (report PE 219.759) seem to indicate that there exists a consensus on the necessity for the Union to be able to undertake such missions;
1. Calls upon the Members States to decide in the framework of the Inter Governmental Conference, on the creation of a European Corps, comprising both military and civilian units, charged with peace keeping and peace making operations;
2. Calls upon the Commission to put forward a proposal for such a corps with the following characteristics:
- the ex-novo creation of the corps (i.e. not joining existing national military units);
- permanent availability to intervene;
3. Charges its President to transmit this resolution to the Council, the Commission, the governments and parliaments of the Member States.
