DRAFT RESOLUTION IN ACCORDANCE WITH ARTICLE 45 OF THE RULES OF PROCEDURE
on "THE PARTIAL 'COMMUNAUTARISATION' OF FOREIGN POLICY AND COMMON SECURITY ON A GEOGRAPHICAL BASIS"
The European Parliament,
A. Whereas the Treaty of Maastricht confirms the will of the Member states to provide the EU with a common foreign and security policy;
B. Whereas through its humanitarian and development aid and its external economic relations the Union already plays an important role in the area of foreign policy;
C. Whereas in the absence of a true common foreign policy its policies have limited efficacy and visibility;
D. Whereas only 4 EU Member States have diplomatic representations in more than 100 of the 190 countries of the international community, while 10 EU Member States have diplomatic representations in less than 90 countries;
E. considering the problems European citizens residing or visiting third countries can face due to a lack of diplomatic representation of their own country;
F. Whereas in case of a lack of diplomatic representation the development of economic, cultural and political relations is hindered;
G. Considering the costs in economic terms, but equally in terms of political cohesion, that follow from the multiplicity of diplomatic representations of the Member States;
1. Requests the Member States to decide, in the framework of the the Intergovernmental Conference, to 'communautarise' their relations with a substantial number of third countries;
2. Requests the Commission to quickly draw up a plan with different possibilities of third countries with whom the EU could communautarise its relations;
3. Charges its President to transmit this resolution to the Council, the Commission and the Governments and Parliaments of the Member States.
