Dear Colleague,
The global mobilization in favor of the establishment of the International Criminal Court has been considerably reinforced over the past two years. In particular, the UN General Assembly has collected the requests that are contained in the appeal to which you gave your signature of support last year, indicating that June, 1998 would be the date of the convening of the Conference of Diplomatic Plenipotentiaries for the establishment of the Court.
This important success must now be strengthened. To this end, various appointments have been set in conjunction with "No Peace Without Justice". A first conference has already been held in Paris, over which Senator Robert Badinter, former President of the French Constitutional Court, presided. Other participants included European Commissioner Emma Bonino, former UN Secretary General Boutros Boutros-Ghali, and numerous other political and academic personalities. Additional regional conference will be held in Dakar, Malta, Montevideo, Atlanta, New York, and possibly in Asia.
In addition to the governments which will be sought for involvement in these conferences, I believe that the presence of the more than one thousand Parliamentarians who supported last year's UN appeal including yourself, will be very important in reinforcing the support for the International Criminal Court.
In this spirit, we have presented the text of a resolution which asks the members of the UN General Assembly to vote in favor of the formal convocation of the 1998 Conference of Diplomatic Plenipotentiaries during their Autumn Session at the UN.
