ABSTRACT: MOTION FOR A RESOLUTION ON THE RESUMPTION OF THE EEC TURKEY ASSOCIATION tabled by Ulburghs and Pannella, on 8th September 1986 to the European parliament ( doc. B2 757/86)
The European Parliament
-having regard to the decision by the Council of Foreign Ministers to resume meetings of the EEC-Turkey Association Council on 16 September 1986,
-whereas the Association Council had not met since the military coup in 1980,
-whereas,since the meeting is due to be held in September, Turkey
will chair the Association Council meeting,
-having regard to the visit to Turkey by Commissioner Claude Cheysson from 18 to 22 June 1986,
1. Expresses its surprise at, and disapproval of, the decision by the Council of Ministers to resume meetings of the EEC-Turkey
Association Council from 16 September 1986;
2. Is particularly opposed to the fact that Turkey will chair the
meeting;
3. Recalls the statement by Commissioner Cheysson to the Turkish
Prime Minister, Mr Turgut Ozal,that in the opinion of most of the
Member States Turkey did not respect human rights;
4. Welcomes the decision of the European Parliament's Committee
on Budgets on 28 May 1986 to refuse to release 10m ECU of appropriations under the Financial Protocol;
5. Is concerned that some Member States may seize the opportunity of the resumption of the Association meetings to challenge the
free movement of Turkish workers within the EEC;
6. Notes that Turkey fails to respect ethnic and religious minorities and that it is stepping up repression and the military
occupation of the Kurdish people and points out that Iraq has just recognised the existence of the Kurds and the Kurdish nation;
7. Instructs its President to forward this resolution to the
Commission,the Council and to the Foreign Ministers in political co-operation.
